At the 17th Conference of the Parties (COP) in Durban in December 2011, Parties to the UNFCCC decided to launch a process to develop a protocol, another legal instrument, or an agreed outcome with legal force under the Convention applicable to all Parties, to be completed no later than 2015. Parties to the convention are encouraged to develop their INDC and display commitment towards an ambitious agreement during the UNFCCC 21st Conference of Parties (CoP) in Paris during December 2015.
SCS provided technical support for development of iNDC’s for all the four countries which included: In coordination with the counterpart officials facilitate collection of relevant information/data/documents on national development policies and strategies; action plans; Green House Gas (GHG) emission data and mitigation strategies; adaptation priorities and initiatives aiming to feed to the development of host country INDCs; Assist in development of institutional arrangement framework for preparation, implementation and monitoring of INDC; Carryout a detailed analysis of compiled information/data/documents on national development policies and strategies; action plans; Green House Gas (GHG) emission data and mitigation strategies; adaptation priorities and initiatives; In consultation with the stakeholders, identify and finalize the priority sectors and baseline or reference year for mitigation scenario analysis; Develop the future sectoral emissions growth scenario; potential mitigation interventions; constraints and barriers and expected technical and financial support from international agencies to achieve Vanuatu’s ambition; Identify and develop (if needed) relevant guidance materials, methodologies and tools for INDC reporting including templates for preparing and submitting the INDCs. In consultation with stakeholders assist Vanuatu to choose and finalize on the mitigation and adaptation contributions that could be considered as host country’s contributions to the 2015 Agreement; Prepare draft INDC report that meets national planning needs and UNFCCC reporting guidelines; Facilitate a national workshop to present final INDC report and facilitate submission for cabinet approval; Facilitate submission of final INDC report to the UNFCCC secretariat.
